The Directorate General of the Merchant Marine is providing fishing vessel safety training for specialists from 12 Latin American countries

It is the first online course belonging to a programme designed by the Directorate General of Merchant Marine (DGMM) to offer cooperation and training to countries in need of assistance in implementing IMO standards and conventions in a safe, sustainable and efficient manner. Twenty-one specialists from twelve Latin American countries are taking part. They are all managers and inspectors from government administrations with responsibilities for fishing vessels safety.

The Directorate General of the Merchant Marine (DGMM), which is dependent on the Ministry of Transport, Mobility and Urban Agenda, has designed a training programme to offer technical training courses to third countries that require assistance in implementing the regulations of the International Maritime Organisation (IMO), which comprises 171 states.

This is the first online course belonging to a programme designed by the DGMM to offer cooperation and training to countries in need of assistance in implementing IMO standards and conventions in a safe, sustainable and efficient manner.

The training programme has started with an online course on "The Ratification and Implementation of the 2012 Cape Town Agreement", on fishing vessel safety, which will last until 22 December. The course is being delivered by specialised staff from the DGMM and offered through the Jovellanos Centre training platform.

Twenty-one specialists with responsibilities in fishing vessel safety, at management and inspection level, from twelve Latin American countries are taking part in this course.

Another online course on the "Uniform Implementation and Control of the Sulphur Content of Emissions from Merchant Ships (Annex VI of the IMO MARPOL Convention)" has also been planned. It targets specialised technical personnel in charge of inspecting ships to control the fuel used and the levels of contaminant emissions.

It will be delivered between 11 and 25 January by qualified DGMM staff to provide participants with basic knowledge of applicable international legislation on inspections or on how to improve inspections and the sampling of sulphur content both globally and in emission control areas.

This training programme has been prepared following the signing of the Memorandum of Understanding on technical cooperation activities between the DGMM and the IMO, which took place during the Torremolinos Ministerial Conference, in October 2019, between the secretary general of the IMO, Kitack Lim, and the director general of the Merchant Marine, Benito Núñez, to offer cooperation and training activities to countries that need support to implement the standards in force in the international organisation safely, efficiently and sustainably.
