The Jovellanos Centre (Centro Jovellanos) is a facility that belongs to the Spanish Maritime Rescue and Safety Agency (Sociedad de Salvamento y Seguridad Marítima). 
The Spanish Maritime Rescue and Safety Agency’s training centre provides training when the Agency wins public tenders or contracts with private companies for training services.

The Sociedad de Salvamento y Seguridad Marítima (Spanish Maritime Rescue and Safety Agency), with registered office in Madrid, 3 Fruela Street (Tax ID No. Q2867021D), as per Article 267 of Royal Legislative Decree 2/2011, of 5 September, approving the Consolidated Text of the State Ports and Merchant Navy Act (TRLPEMM), is a Public Business Entity of the type provided for in Articles 103 to 108 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector; and dependent on the Ministry of Transport and Sustainable Mobility. 

The Agency was established by virtue of Article 89, Law 27/1992, of 24 November, on State Ports and the Merchant Navy, currently repealed by Royal Decree 2/2011, of 5 September, which approves the new Consolidated Text of the Ports and Merchant Navy Act. It is attached to the Ministry of Transport and Sustainable Mobility, which establishes its lines of action, monitors its activity and, without prejudice to other powers, exercises control over its effectiveness in accordance with the regulations in force.

The purpose of the Agency is to provide public services related to the rescue of human life at sea and the prevention of and fight against pollution in the marine environment, to provide maritime traffic monitoring and assistance services, maritime safety and navigation services, towing services and assistance to ships, and any services that are complementary to those mentioned above. All of this within the scope of the responsibilities of the Maritime Authorities, notwithstanding the provision of port traffic management and coordination services.

Its governing bodies consist of the Board of Directors and the Chairman of the Board, who holds the position of Director General of the Merchant Navy and who, in accordance with article 271 of the State Ports and Merchant Navy Act, is the Agency’s legal representative.
